            Educational policies assume high priority in the developmental plans of leading countries. Through the educational system, the grassroots of the nation’s identity are cultivated, its values are disseminated, and essential scientific and professional competences are acquired, ideally, for the sake of ensuring and maintaining the good life of its citizens.
            In its first stages, the educational system is constructed in such a way that youngsters are inculcated the foundational beliefs and values that their society deems constitutive of its identity and history. At this crucial phase, they equally become aware of dominant modes of thinking, common patterns of communication and transversal social skills, all of which are constructed through connected contexts, constant orientation, and real-life interactions. Later, higher education embraces the learner, providing him/her with opportunities of pursuing his/her march towards intellectual maturity, improving his/her scientific and professional competencies, sharpening his/her communication skills, and developing his/her moral personality. The ideal outcome of such an educational process is a citizen who puts his/her knowledge and skills to good use to benefit his fellow-citizens and contribute to the good of his/her society.
            What mostly characterizes higher education is the fact that it embraces a category of mature young learners who dispose of the essential requirements to engage with its programs and strategies; requirements which university students are supposed to have gained from the previous stages of their education and from sustained orientation. In this sense, higher education is considered as one of the pillars of community-building and social development. However, higher education could not carry out its mission properly unless it becomes the object of intensive research and studies, long-term objectives, designed programs, and devised follow-up and evaluation procedures.

            In the context of our Arab nations, higher education takes place in the context of an incredible informational explosion, intensified by the contemporary digital revolution, as well as a global civilizational incursion that serves the agendas of particular hegemonic states. The concern about the quality of higher education is, therefore, interlaced with the question of power and independence from political decision.
            Solid scientific research and creativity – two foremost keys to the development and thriving of societies – are dependent on the quality of higher education. To ensure such quality, the development of higher education policies should inexorably be assigned to highly qualified and experienced professionals who have preferably served within prominent international institutes, who have an outstanding knowledge of the present and its developmental priorities, who are willing to work in teams and integrated programs, and who are capable of keeping abreast of new scientific studies and research projects.
            To achieve their goals and ensure competitiveness with other universities, higher education institutes should set specific criteria and indices which reflect the quality of their organization and productivity, and measure the quality of their performance at the levels of strategy, planning, and management.
            To be sure, achieving progress with regards to these issues requires regular communication and exchange of expertise among the interested researchers and the operators in the field of higher education – mainly, professors, researchers, administrators, pedagogues, and students. In this regard, the international center for pedagogical and scientific research and studies (ICPSRS) – an independent institution that is interested in issues of education, pedagogy and the reinforcement of sciences – organizes an international conference on the theme of the quality of pedagogical systems in higher education. To approach this theme, we invite submissions that address any of the issues that fall under one of the following two axes:
     The first axis is theoretical. It purports to shed more light on the issue of quality in higher education systems, its criteria and indices, by addressing these questions:
  • How could quality in higher education be defined?
  • What criteria of quality are adopted in advanced higher education systems?
  • What are the Total Quality Management (TQM) tools? And how does their implementation contribute to the improvement of the management of higher education institutions in advanced countries?
  • What are the international standard specifications of quality management in higher education institutions?
  • How is it possible to improve quality systems in higher education?
  • What are the requirements to achieve Total Quality Management (TQM) in “Arab” universities, and what are the hindrances and constraints?
  • What are the reasons behind the decline of quality outputs in higher education in Arab countries?
          The second axis will focus on “successful” higher education experiences in certain developed countries. Papers could either focus on one of the suggested countries below or opt for a comparative study.
  • The Japanese experience.
  • The American experience.
  • The British experience.
  • The Malaysian experience.
  • The German experience.
  • The Canadian experience.
  • The French experience.
  • The Swiss experience.
Regulations and procedures:
  • Conference date: November 13-14, 2021.
  • Medium: online, via google meet.
  • Conference languages: Arabic, English and French.
Modes of participation:
  • Presentation of a research paper.
  • Presentation [either by individuals or institutions] of a successful experience.
  • Remote attendance for non-presenters.
Rules of participation:
  • Please send an abstract of no more than 600 words including a short bio (in one single file) in both Word and PDF formats to the following address:
  • Submitted papers should be:
  • Individual or with a single co-author,
  • original, unpublished or presented before,
  • conform to the requirements of academic research, including the application of a sound and appropriate method, scientific integrity, clarity of the idea, lucidity of language, and conformity to the rules.
  • The research should fall under one of the two proposed axes.
  • For documentation, papers should comply with the requirements of APA style.

  • Deadline for abstract submissions: July 16, 2021.
  • Notification of the acceptance/rejection of abstracts: September 15, 2021.
  • Deadline for submission of full papers: October 30, 2021.
  • Notification of the acceptance/rejection of full papers: November 04, 2021.
  • Deadline for the requests for remote attendance or experience presentation:
      October 30, 2021.
  • Deadline for the confirmation of participation: November 07, 2021.
  • Conference date: November 13-14, 2021.
